Conceptual Work

This document contains decentralization strategy conception and ways of its implementation.

The conceptual part of the document analyses the importance of governance decentralization in state building process, the development of governance decentralization process in Georgia, defines the problems connected with decentralization process, difficulties of governance decentralization process and specific problems of this process, indicates the main directions of governance decentralization strategy and the main principles of the strategy implementation.

The main purpose of this document to help the State Commission for Effective Governance System and Territorial Arrangement Reform, its working groups, the state institutions dealing with decentralization problems, non governmental organizations, the representatives of local self-governing structures , international organizations and all the citizens interested in governance decentralization in creating of effective local self-governing system in Georgia. To discuss the main problems of self-governing system in Georgia, to provide solving of those problems and to achieve the main national goal - creation of effective local self-governance in Georgia.

The document implies the main plan of activities connected with decentralization strategy conception – “The national working program for better local self-governance in Georgia”
