
The repre-sentatives of the Ministry of Regional Development and Infrastructure of Georgia and the Centre for Effective Governance System and Territorial Arrangement Reform (CEGSTAR) visited Poland for the study tour.
In 2006 on the basis of the President’s Decree the Center for Effective Governance System and Territorial Arrangement Reforms was established the main functions of which were determined as of implementation organizational, technical, informational and expert services for the State Commission on Effective Governance System and Territorial Arrangement Reforms.
Throughout its functioning the Center was actively enrolled in the processes of improving the legislative base of the self-government and in the law adoption processes as well as the Center was dynamically involved in the process of working out the projects of legislation in the field of local self-government and regional development.
Since January, 2009 the Center for Effective Governance System and Territorial Arrangement Reform is under the State control of the Ministry of Regional Development and Infrastructure of Georgia. Within the competence of the Center the Diagnostic Report on Regional Development was elaborated that was adopted by the Commission on Regional Development in June, 2009. Also, it was accomplished working on Strategic Recommendations of regional development that on its part was followed up by creation of the State Strategy for Regional Development of Georgia for 2010-2017, which was approved by the Decree #172 (June 25, 2010) of the Government of Georgia. In addition during the last year by the initiative of the Center several small infrastructural projects were accomplished within the various municipalities of
In accordance with the President’s Decree #454, June 30, 2010 the Center for Effective Governance System and Territorial Arrangement Reform was named after Vano Khukhunaishvili.
At present the Center has developed active cooperation and contacts with the vast number of international organizations and with the representatives from the various European countries such as: EC Representatives, UNDP, GTZ, USAID, the Embassy of the republic of Poland in Georgia, the Chancellery of the Government of the Republic of Poland, the Ministry of Regional Development of the Republic of Poland, the Foundation for Economic Education of the Republic of Poland, the Embassy of the republic of Lithuania in Georgia, CARE, EESC – Republic of Lithuania, PPMI - Republic of Lithuania, and etc.
The Center also successfully cooperates with the local organizations: National Association of Local Authorities of Georgia, The Young Economists Association of Georgia, the Joint Civil Movement “Multinational Georgia”, and etc.
Despite the above-mentioned achievements, on the basis of taking into consideration the overall situation of current positive processes of decentralization and regional development taking place within the country, the Center is expected to more actively participate in ongoing processes that give the Center opportunity to say its praiseworthy word in the process of decentralization and regional development, and hence, in the process of building of the country.
