Study tour in Poland
The repre-sentatives of the Ministry of Regional Development and Infrastructure of Georgia and the Centre for Effective Governance System and Territorial Arrangement Reform (CEGSTAR) visited Poland for the study tour.
The foundation of the Ministry of Regional Development and Infrastructure is the legislative initiative of the Georgian government .Due to the fact some alterations in "The Georgian Law of Government Structure” should take place. Those changes will be discussed at the Georgian Parliament. At the same time, the Staff of the State Minister for Regional Issues is to be abolished and the reorganization of the Economic Development Ministry is planned. Actually, the Transport Department of the Economic Development Ministry will become the part of the new Ministry.
The basic policy of the Georgian Government on local and regional issues is well known.
It was recently claimed once more by the President of Georgia. He stressed the importance of farther development of the regions, to enable all regions to realize their full
potential, to give more functions to the self – governance units to make them free to decide their problems by themselves.
The foundation of the new Ministry will coordinate those processes; by means of this Ministry the Government will be able to get exact information of needs of the regions and provide immediately the assistance-said the Parliamentary Secretary of the Government Giorgi Huroshvili-at the session of the Mountainous Local Self-governing and Regional Policy Committee on November 20, 2008, where the legislative principles of the new Ministry foundation were discussed at the first hearing. According to the legislative initiative several units will join the Ministry of Regional Development and Infrastructure due to reorganization of the Ministry of Economical Development and abolition of the staff of the State Minister for Regional Issues .All the functions of the staff will be replaced to the new Ministry, as for Transport Administration and Roads Departments of Economical Development Ministry they’ll move into a new Ministry as well, some projects of the World Bank will work at the Ministry too.
There are some more functions that can be added to the new Ministry-said Giorgi Huroshvili.
The Ministry of Regional Development and Infrastructure will start its functioning from January 1, 2009. Mr. David Tkeshelashvili will head the Ministry.
